This image is a screenshot from a movie made using actual footage from the 1927 flood. The clip of the movie that this shot came from is prefaced with the caption, "Some of the Railroad track on the St. Johnsbury and Lake Champlain Railroad." This is an image of a train track that has had its dirt-foundation eroded away by the flood waters. The body of water in the foreground of this photo is not a river of any kind it is just a pond of water trapped in a depression when the flood waters receded. Note the mountain-line in the background and on the left of the picture that provides the only real evidence for locating this area in modern-day.
